			<content:encoded><![CDATA[<p>Meadowcreek HOA residents.    You have received a letter from Lisa Newton who is our new Managing Agent at NewRoc Serivces.  NewRoc Services took over for Premier Management Company.  The communication stream they used to identify and communicate has been not very effective and so we wanted to post additional information on our website to keep you informed.   Please note that the information we are posting did come from Lisa Newton via an email.  We had a concern over the letter that was sent out to inform us of this change, tell us their plans and asked us to pay our HOA due’s.  There was a concern as an invoice was not provided, the mailing address was via a PO box and the overall message was not clear.  We also had additional concerns as we have not had an annual HOA meeting to review budgets since 2010 and wanted to get it on our calendar.  We were also concerned about the POD moving canister in front of the Sumeer Model home.  If you have any concerns or questions we need to get addressed, please send to Tiffany Kovatch at <a href="mailto:tiffany.kovatch@hp.com">tiffany.kovatch@hp.com</a></p>

<p>Please read on for what Lisa provided us to cover our topics of concern.</p>
<p>&nbsp;</p>
<p>NewRoc Services is the name of Lisa Newton’s company.  She is an independent management company, just as Premier was the management company.  Lisa was hired by the Board of Directors of Meadowcreek Owners Association, Inc, and that is owned by Sumeer Homes.  Lisa also work’s a part time job with Sumeer Homes as their Financial Manager. She has been associated with them for 18 years now. The past couple of years, she has been managing other communities independently in behalf of Sumeer Homes as the Declarant of these properties. Meadowcreek is one of 5 communities that she will  manage.  She also serve as a board member on two different properties.  I work with many different management companies in behalf of Sumeer Homes for other communities that they build in.  Many of which are your neighboring subdivisions in Frisco.  They too have to pay dues.  I have much experience in ALL aspects of HOA&#8217;s.</p>
<p>&nbsp;</p>
<p>The duties that I will be providing for the Meadowcreek Owners Association is spelled out in the letter that was sent out to all in the community.</p>
<p>&nbsp;</p>
<p>The attractiveness of the community is the precise reason that Premier was let go.  They were collecting money and giving homeowner notices but not taking proper care of the common areas in an appropriate way.  I&#8217;ve been driving the subdivision myself for over a year now.  We have not been happy with the way the beds have been taken care of.  The sprinkler system had a break causing plants to die, yet they were paying for an irrigation check.  Once Premier was given notice, it took 90 days to take control of all money and records.</p>
<p>&nbsp;</p>
<p>Meadowcreek Owners Association now has a new contract with a landscape company.  They have repaired the irrigation break, moved the irrigation back in the beds to make room for a stone bed against the sidewalk.  They have cleaned up the alley along the Prestwick alleyway and trimmed the trees along the white fence area.  The stone bed along with the replacement of the missing stonewall has been ordered and should be completed by end of year.</p>
<p>&nbsp;</p>
<p>Sumeer Homes has not left the neighborhood and has given me a projection of closing for 2012.  This will be included in the 2012 budget that will be sent to ALL homeowners.  I inquired of the POD in front of the model, gave notice to remove and it should be gone by this weekend.</p>
<p>&nbsp;</p>
<p>To hopefully ease your mind, the P. O. Box to send the payments to is a lockbox at a bank.  This makes your payments and personal information more secure.  My phone number is at the very bottom of the letter that was sent out.  Many have already called or texted me.</p>
<p>&nbsp;</p>
<p>It would be helpful if you and the committees would send your questions and concerns in writing before any meetings.  If I do not have the answers to your questions, then everyone will be leave a meeting more frustrated.  The answers that I will be able to give will be found in the covenants. If they are in regards to Sumeer Homes, these will have to be in writing anyways so that I can present to them to be answered by them.</p>

			<content:encoded><![CDATA[<p>There is a slight issue on Tally Lane that may delay the opening of the street.  The contractor busted the top portion of a manhole that is in the street and it must be repaired before the street can be completely paved.  Contractor is backfilling behind the curbs and working on the approaches at Commonwealth &amp; Tally Lane and at Shadybrook.  Handicap ramps, sidewalk repairs, inlet tops and throats are planned in the next few days and some cleanup.</p>

<p>Shadybrook Lane should be open by Friday August 19.  Talley Lane may not make that date due to the manhole repair to be done.  It may be another week for Talley Lane to open to traffic.</p>

			<content:encoded><![CDATA[<p>The contractor is currently on  schedule to complete the rehabilitation project as planned.  Although there was a problem with excess moisture in subgrade due  to lawn irrigation, the contractor is continuing to make progress in his work.    Talley Lane is on schedule to be paved by August 10 and have the mail  boxes restored by August 14.  Work on Shadybrook is to begin on August 1  and completed on August 19.</p>
<p>Contractor will be periodically cleaning our streets during the work and after the streets are repaired.</p>

			<content:encoded><![CDATA[<p>The contractor will  begin work on July 11.  Before then he will be moving in barricades and  signs.  He will also be installing temporary mail boxes at the northwest  corner of Talley Lane and County Down Lane.  The mail boxes are locked  and keys will be given to each resident on Talley Lane.</p>
<p>&nbsp;</p>
<p>Things that will be done in near future:</p>
<p>1.       Contractor will move signs and barricades into neighborhood next week.</p>
<p>2.       No  parking on Talley Lane beginning on July 11.  Contractor will place  door hangers on each residence to notify them of the no parking.</p>
<p>3.       Temporary mail boxes will installed by contractor next week.</p>
<p>4.       The permanent mail boxes will be removed (and stored for replacement when construction is complete).</p>
<p>5.       There  will be orange colored plastic fencing placed along the edge of the  sidewalk to define the limits of construction and prevent anyone from  accidently entering that work space.</p>
<p>&nbsp;</p>
<p>After  the above items are done, then the contractor can actually start  construction by removing the existing pavement.  Total construction time  is estimated at 45 calendar days from July 11.</p>
<p>&nbsp;</p>
<p>The  lawn irrigation systems located between the sidewalk and the street  will be removed.  The contractor will notify each property owner when  this will occur since the water may have to turned off temporarily for a  few minutes.  The irrigation systems between the sidewalk and the curb  will be replaced at the end of the project.</p>

<p>We  will direct the contractor to start in Meadow Creek. The construction  activity may then be seen in your neighborhood in the first week of July  as contractor begins preliminary work, such as erosion control,  surveying, staking, etc.   He will need to have shop drawings submitted  on material, etc for approval before any paving.  The contractor has 45  calendar days to complete the work in Meadow Creek.   The construction  contract would begin on June 24<sup>th</sup> at the time of the  preconstruction meeting (with actual on-site construction probably  beginning July 5) and completion of construction by August 8<sup>th</sup>.</p>
